CTV retargeting, also called connected TV retargeting, shows streaming TV ads to households that have already visited a brand's website, used its app, or appeared on its customer list. The audience is built at the household level: a pixel, an app event, or a CRM record identifies the visitor or user, and the TV platform matches that signal to the homes it can reach.
For apps, retargeting on TV is a way to bring back users who have gone quiet. Since August 1, 2026, AppsFlyer measures retargeting for apps on CTV, PC, and console.
How CTV retargeting works
A retargeting audience starts from one of three sources:
- Website visitors: a pixel or a server-side conversions API records visits and actions, such as a purchase, an add to cart, a lead, or a completed registration.
- App users: a mobile measurement partner, or MMP, turns in-app activity such as installs, registrations, and purchases into an audience the ad platform can use.
- Customer lists: CRM uploads of hashed emails, phone numbers, mobile ad IDs, or IP addresses, matched to the households the platform can reach.
Matching rests on the home network. Singular's CTV attribution relies on devices in the same household commonly using the same IP address. AppsFlyer's cross-platform links support household attribution, so several installs in one home can be credited to the same CTV impression. The household matching section of Starti's targeting guide covers how platforms decide that two devices share a home.
Set up the CTV retargeting campaign
Settle these before the first impression:
- Pick the events. A purchase, a registration, and a page view describe very different levels of intent, and each can become its own audience.
- Set retention to the usage cycle. A household that browsed last week and one that bought last quarter need different lookbacks. For apps, the app's own rhythm decides what counts as lapsed: a few quiet days mean something for a daily game and very little for a budgeting app opened once a month.
- Exclude by goal. Leave out people who already converted when the goal is a first purchase, and keep them in when the goal is a repeat purchase or a renewal.
- Check minimums and processing time. TV platforms set their own minimum audience sizes and take time to match a list to households, so build the audience ahead of the flight date.
- Match the creative to the segment. A lapsed user needs a reason to come back, and a first-time visitor needs a reason to look closer.
- Write for the household. The signal comes from one person, but the ad plays on a screen the whole room can see, so the message should make sense to everyone there rather than hint at what one person browsed.
- Give viewers a next step. People watch on the TV and act on a phone or laptop, so the ad should name the action plainly, such as opening the app or scanning a code.
- Cap frequency. A retargeting pool is far smaller than a prospecting audience, so the same budget reaches each household more often, and a cap keeps the repetition in check.
Re-engaging app users from CTV
For apps, the measurement partner decides what a TV impression earns credit for. Apps that run on CTV, PC, and console gained re-engagement and re-attribution measurement in AppsFlyer's August 2026 update. Before it, later app activity was anchored to the original install date, which distorted cohort, payback, and LTV analysis.
Phone apps follow a cross-device path. Singular links a TV ad view to mobile app installs and re-engagements from the same IP address, with one attributed install or re-engagement per CTV impression, while AppsFlyer's cross-platform links credit mobile installs to CTV ad views. Before setting a re-engagement goal for a phone app, check which of these the app's MMP supports.
CTV retargeting measurement
Three windows decide what gets counted, and each measures something different:
- Audience retention: how long a household stays in the retargeting pool, set when the audience is built.
- Platform attribution: how long after an impression the TV platform counts a conversion, under its own view-through window.
- MMP lookback: how long the measurement partner links a CTV impression to an app install, 24 hours by default at Singular and AppsFlyer.
Because Singular ranks CTV impressions below clicks by default when it assigns credit, a click from another network wins the install. The TV platform's conversion count and the MMP's attributed count for the same campaign come from different windows and rules, so read them separately. Starti's CTV ad measurement guide compares default windows by MMP and the main attribution paths for CTV.
Retargeted households were already interested, so some would have converted anyway. Incremental lift separates the two: it is total conversions minus those that would have happened without the ad, measured against a control group that never sees the campaign. AppsFlyer's remarketing experiments hold back 15% of the audience for that control group by default.
For a retargeting budget, lift is the number to plan around. Attributed conversions count the households that acted after an impression, and the holdout shows how many acted because of it.
Privacy rules for CTV retargeting
In California, the CCPA statute lists IP addresses among identifiers and covers households. On the Attorney General's CCPA page, sharing refers to sharing for cross-context behavioral advertising, and covered businesses must honor Global Privacy Control (GPC) as a valid request to stop the sale or sharing of personal information. The CCPA regulations go further: an opt-out preference signal covers the browser or device and any consumer profile associated with it, including pseudonymous profiles.
Colorado, Connecticut, and Oregon follow similar rules. Colorado has required businesses to honor GPC for targeted advertising opt-outs since July 1, 2024, Connecticut has required universal opt-out signals since January 1, 2025, and Oregon residents gained a universal opt-out on January 1, 2026. Honor those signals where the audience starts, at the pixel and in the customer list.
Retargeting existing users with Starti AI DASH
AI DASH is Starti's platform for performance CTV, made for app and web marketers who connect television delivery to supported web pixels and mobile measurement partners. Its reporting is built to connect CTV exposure to supported visits, installs, registrations, purchases, and revenue.
The Retargeting offering focuses on existing users: reactivating those who have gone quiet, guiding them to their next valuable in-app action, such as completing a registration, making a purchase, or renewing a subscription, and retaining them through repeat activity. SmartReach combines available first-party audience data with engagement and conversion signals to help identify existing users with high intent or value. The Adaptive Performance Engine adjusts delivery to help improve efficiency across re-engagement goals such as ROAS, CPA, and return actions.

Frequently asked questions
What is CTV retargeting?
CTV retargeting serves streaming TV ads to households that already interacted with a brand, such as website visitors, app users, or customers on a CRM list, matched to the households a TV platform can reach.
How does retargeting website visitors with CTV ads work?
A pixel or conversions API records site visits and actions, and the TV platform matches those visitors to the households it can reach.
Can CTV ads re-engage mobile app users?
Yes, when the measurement partner supports it. Singular attributes mobile app re-engagements to CTV ad views from the same IP address, and for apps that run on CTV, PC, and console, AppsFlyer measures re-engagement and re-attribution.
How do you measure CTV retargeting?
Read the TV platform's view-through conversions and the MMP's attributed installs or re-engagements separately, since their windows differ, and hold out a control group that never sees the ads to measure incremental lift.
What is the difference between CTV retargeting and acquisition?
Acquisition introduces a product to new users, while retargeting reconnects with people who have already shown interest or taken action. Acquisition also fills the pool that retargeting draws on later.
Does CTV retargeting need to honor opt-out signals?
Yes. California, Colorado, Connecticut, and Oregon require covered businesses to honor universal opt-out signals such as Global Privacy Control, and California applies them to pseudonymous profiles associated with a browser or device.
